Strategic Plan for the Improvement and Upgrading of Higher Education in Cyprus

The Governance Program of the President of the Republic includes initiatives aimed at enhancing the quality of Higher Education (HE) in Cyprus through the preparation of the Strategic Plan for the Improvement and Upgrading of Higher Education in Cyprus.

In this context, the Ministry of Education, Sports, and Youth (MESY) developed the Strategic Plan, the basic principles of which were made available for public consultation via the e-Consultation platform. After considering the feedback received, the final version was formulated and subsequently approved by the Council of Ministers on 4 December 2024.

The Strategic Plan is reinforced by the design and implementation of targeted strategic objectives. These objectives for improving and upgrading the Higher Education system in Cyprus are defined as follows:

Development and modernization of the Higher Education system in Cyprus
Alignment of Higher Education with the labor market
Establishment of Cyprus as an international center of Higher Education

The main pillars of the Strategic Plan are defined as:

Enhancing quality and achieving excellence in Higher Education
Strengthening links with the labor market
Promoting the internationalization of Higher Education
Providing incentives (scholarships/employment opportunities) to foreign students

Together, these targeted objectives and strategic pillars form a scientifically substantiated and comprehensive policy framework that ensures the sustainability and effectiveness of the Strategic Plan.
